Only recently have governments created regular processes to publicly explain how their agencies determine whether to release or retain a zero-day vulnerability. The US and the UK have released information on how they handle vulnerabilities, but both of these efforts have elements cloaked in secrecy. How can governments build accountable sustainable processes that catalyze security?
