Cyberwar and the Law of Armed Conflict

The Law of Armed Conflict (LOAC) has been applied in conflicts dating back to the 19th Century. However, it is ill-suited to deal with cyberwar. The abstract and borderless nature of cyberwar poses significant challenges to applying LOAC. This session employs an array of actual and hypothetical case studies and scenarios analyzing how LOAC can and should be applied.
