Washington must accept a sobering reality: we are losing on the cyber-battlefield and face a bleak threat landscape. From Russian and Chinese hacking to brand-name breaches, our cyber-rivals are overtaking our defenses. We are in the fight of our digital lives. But the new administration has an opportunity to turn the tide and must work with Congress, the private sector and foreign allies to defend our networks and prevail against attackers.
