Liesyl Franz is Senior Policy Advisor in the Office of the Coordinator for Cyber Issues at the US Department of State, coordinating international engagement and policy, strategic planning efforts, and work across the regional and functional elements of cyber-issues. She has led the US government cyber-discussions with Europe as well as in Internet governance coordination and negotiations in the International Telecommunication Union, among other diplomatic engagements. Franz has 20 years of cyber-policy experience, previously working for TechAmerica, the Department of Homeland Security and EDS Corporation. She holds a BA in political science from the University of Texas at Austin and an MA from the Elliott School of International Affairs at George Washington University.
