David Forscey is currently Managing Director of the Aspen Cybersecurity Group, based out of the Aspen Institute. Previously he was a Senior Policy Analyst at the National Governors Association Center for Best Practices, where he advises governors’ advisors, state chief information officers, chief information security officers, homeland security advisors, National Guard leaders and others on technology and cybersecurity policy. He previously worked on surveillance reform, encryption and foreign relations as National Security Fellow for Third Way. He has also spent time at the Harrison Institute for Public Law, the National Security Division at the US Department of Justice, the Senate Judiciary Committee and the European Chemicals Agency. He earned his JD from Georgetown University Law Center in 2015 and graduated magna cum laude from the University of Virginia.
