Tom Finan is a Senior Cybersecurity Strategist and Counsel with DHS’ National Protection and Programs Directorate, where he leads DHS’ public and private sector engagement on the NIST Cybersecurity Framework and the cybersecurity insurance market. Finan planned and led a series of workshops on this topic, to identify potential progress areas that could help expand the insurance industry’s ability to cover cyber-related critical infrastructure loss. Prior to joining DHS, he served as the Staff Director of the U.S. House Homeland Security Committee’s Subcommittee on Intelligence, Information Sharing and Terrorism Risk Assessment and as an Assistant General Counsel with the FBI. He earned a J.D. from the University of Minnesota and a B.A. from the University of Virginia.
