Tim Maurer is Co-Director of the Cyber Policy Initiative at the Carnegie Endowment for International Peace. His work has been focused on cybersecurity, human rights in the digital age and internet governance, with a current focus on cybersecurity and financial stability. Maurer is a member of several US track 1.5 cyber-dialogues and the research advisory bodies of the Global Commission on the Stability of Cyberspace and the Global Commission on Internet Governance. His work has been published by Foreign Policy, CNN, Lawfare, Jane’s Intelligence Review, Time and other academic and media venues. In January 2018, Cambridge University Press published his book Cyber Mercenaries: The State, Hackers, and Power, a comprehensive study examining proxy relationships between states and hackers.
