Karen Dunkley is a Senior Associate Privacy and Civil Liberties Officer in the CIA Office of Privacy and Civil Liberties, which is the principal advisor to the Director of the CIA on privacy and civil liberties matters. Karen integrates PCL protections into the policies, procedures, programs, and activities of the CIA. She helps mitigate breaches, prepare oversight reports, and implement appropriate privacy controls on CIA systems. Karen is a member of two Committee on National Security Systems SWGs updating IC-wide security and privacy guidance based on NIST. She began her career as an Assistant DA in Brooklyn, NY and has practiced criminal defense and complex civil and family litigation. Karen holds a BA from Hampton University and a JD from the University of Wisconsin Law School.
