Jonathan Horowitz is a Legal Adviser and the Deputy Head of the Legal Department at the ICRC’s Regional Delegation for the United States and Canada, based in Washington, DC. He focuses on legal issues relating to new and emerging technologies in armed conflict, urban warfare, and partnered operations. He's the Author of “One Click from Conflict: Some legal considerations related to technology companies providing digital services in situations of armed conflict” (Chicago Journal of International Law, Vol. 24 No. 2, January 2024).
