David C. Shonka is the FTC’s Principal Deputy General Counsel. He has twice served as the agency’s Acting General Counsel. Among other things, he oversees the Office’s Litigation, Legal Counsel, and employment law staffs. Shonka also serves as a member of the Administrative Conference of the United States, where he is a member of the Committee on Judicial Review and the Council of Independent Regulatory Agencies. Shonka is a member of the Sedona Conference and serves on the Steering Committee for Working Group 1 (e-discovery and electronic records). He is also active in Work Groups 6 (cross-border transfers of data) and 11 (privacy). He frequently speaks on consumer finance, competition, privacy, data security, and e-discovery topics, both in the United States and abroad.
