Kelly Fletcher

Dr. Kelly Fletcher was named CIO of the Department of State on October 3, 2022. As CIO, she establishes the strategic direction of State’s IT and cybersecurity efforts, ensures reliable provisioning of enterprise services, and oversees ~ $3B in IT spend. She joined State from the DoD, where she was the Principal Deputy CIO. Kelly’s federal government career has included leadership roles in both the technology and strategic resourcing domains. Previously, Kelly served as the Deputy Director for Program Analysis & Evaluation at the DHS where she supervised and coordinated the development of the DHS-wide budget. She also led the realignment of the Federal Protective Services from the Cybersecurity & Infrastructure Security Agency to the Management directorate.
