Daniel Sutherland

Associate General Counsel, National Protection and Programs Directorate, US Department of Homeland Security/Office of the General Counsel

Daniel Sutherland is the Chief Legal Officer for the DHS organization responsible for cybersecurity, telecommunications and biometrics, operating with a budget over $3 billion and a workforce of almost 4,000. He leads a division of 30 attorneys who provide legal advice to a cybersecurity operations center, negotiate complex technology agreements, advocate the agency’s positions in litigation, draft and negotiate legislation, and respond to audits and investigations. Sutherland started his federal career as a litigator at the Department of Justice. In 2003, he was appointed by President Bush to serve as the first Officer for Civil Rights and Civil Liberties at DHS. He is the Author of two books and a 2017 law review article on civil liberties and cybersecurity.
