Dr. Elaine Newton

Deputy Standards Liaison, NIST ITL

Elaine Newton is the Deputy Standards Liaison for the Information Technology Laboratory (ITL) at NIST and the Identity and Standards Development Strategist. The standards liaisons coordinate and support ITL’s standards activities, covered by about 80 staff in 100 activities. Previously, she was ITL’s Identity Management Program Manager and served as the Commerce lead for the development of NSTIC. She has served as the Lead on Guidance and Standards including ISO/IEC 30107-1 for biometric spoof detection, NIST SP 800-63-1 (e-authentication guideline) and ANSI/NIST-ITL 2-2008, the first XML version of this data format standard for the interchange of biometric information. Newton received her Ph.D. in engineering and public policy from Carnegie Mellon and her B.S. from Georgia Tech. Newton received her PhD in Engineering and Public Policy from Carnegie Mellon and her BS from Georgia Tech.
