The Beltway and Reality

I used to live in Washington, D.C., and still visit regularly. There have certainly been changes in the area during the years that I have lived in Silicon Valley. Usually people in Washington tell me how much worse the traffic has gotten, and how high the housing costs have become. (Sounds just like Silicon Valley.) While I lived there, it was a standard joke that reality begins outside the Beltway. While inside the Beltway, you might as well be living in Fantasyland. After all, ‘a billion dollars here, a billion dollars there, and pretty soon you’re talking about real money’.
This week, I spent two days in Washington, D.C. meeting with Government officials, lobbyists, and a very prominent think tank who all work in the information security arena. I saw a change which was pleasantly surprising for me. For years, the world outside the Beltway didn’t seem to matter much inside the Beltway. Then policy officials and various wonks at least acknowledged that needed information security expertise probably resided outside the Beltway, but policy development was still the exclusive preserve of inside the Beltway. This week, I was a bit astonished that several people candidly admitted that not only needed expertise lies outside the Beltway, but that significant help in developing meaningful and effective policy lies outside the Beltway as well. Maybe reality has come to inside the Beltway? That might be pushing it, but at least Fantasyland is beginning to be more realistic.
