Homeland Security and Public Safety Division Director, National Governors Association, Center for Best PracticesThomas MacLellan is Director of the National Governors Association Center for Best Practices Homeland Security and Public Safety Division, where he leads the Center’s work on homeland security and public safety policy issues. MacLellan led the creation of the NGA Resource Center for State Cybersecurity, the first national effort designed to focus on state cybersecurity policy issues and the role of governors. He has authored numerous publications on issues related to cybersecurity, prescription drug abuse, mass evacuation, prisoner reentry, forensic DNA, juvenile justice, school violence, and other related issues. He holds a B.A. from the College of the Holy Cross and is a graduate of the Naval Post Graduate Executive Leaders Program.
