Rattray served as the director for cyber security on the NSC staff where he was a key contributor to the President's National Strategy to Secure Cyberspace and helped initiate the first national cyber security exercise program. He also commanded the Operations Group of the AF Information Warfare Center. He served from 2007-2010 as the chief security advisor to ICANN. He received his B.A. from the U.S. Air Force Academy; an M.P.P. from the Kennedy School of Government, Harvard University; and his Ph.D. from Tufts University. He is a full member of the Council on Foreign Relations. He is the author of the seminal book Strategic Warfare in Cyberspace.
