De-identification: Entitlement or Identity?

"If I'm not doing anything wrong, why do you need to know who I am?" There are many times when "identity" is not actually required; instead "entitlement" is what is actually needed to control access to a resource. Can preserving personal privacy remove the need for confidentiality? Or will the requirements for advertising and anti-terrorism make the need for identity even greater in future?
